Percentage Points vs Percent Change

When a rate goes from 20% to 25%, it rose by 5 percentage points — and, separately, by 25% relative to where it started. Both are correct. They answer different questions, and reports blur them constantly.

The sentence that causes the confusion

“The central bank raised interest rates from 4% to 5% — a rise of 1%.” Is that 1 percentage point, or roughly a 25% increase? It is both, because “1%” is being used to describe a rate, and a rate can be measured two ways:

  • the plain gap between the two rates — 1 percentage point;
  • how much the rate grew relative to its old value — 1 / 4 = 25%.

Percentage points: subtract one rate from the other

A percentage-point change is just the difference between two percentages, with nothing in the denominator:

points = new rate − old rate

From 20% to 25% is 25 − 20 = 5 percentage points. That is all “points” means: the raw distance between two rates on the 0–100 scale.

Percent change: the gap measured against the starting rate

A percent change puts that same gap over the old rate, the way any percentage change works:

percent change = (new − old) / old × 100

From 20% to 25% that is (25 − 20) / 20 × 100 = 25%. The rate itself is a quarter bigger than it was. The percentage point calculator shows both numbers for the same move:

Why one move has two numbers

The percentage-point gap is fixed, but what it means relative to the starting rate depends entirely on how big that rate was:

The same +5 points is a 25% rise from 20% but only a 10% rise from 50%. Row 2 shows the reverse: a smaller point move, same relative change.

How to read it in the wild

For rates, “percentage points” is the unambiguous phrasing and “%” is the trap:

  • “Unemployment rose 2 points” is clear: it went from, say, 5% to 7%.
  • “Unemployment rose 2%” could mean the same thing, or a 2% relative rise from 5% to 5.1%. You cannot tell.
  • “Support jumped 40%” — check whether that is 40 points (30% → 70%) or a 40% relative rise (30% → 42%). Very different claims.

Where it actually bites

  • Polls. A candidate with “a 3-point lead” is 3 percentage points ahead; “3% ahead” is looser wording for the same thing.
  • Interest rates. A “0.25-point hike” (25 basis points) takes 4.00% to 4.25%.
  • Conversion and click rates. 2% to 3% is only 1 percentage point, but a 50% relative improvement — and the 50% is the number worth celebrating.
  • Tax and APR. A bracket moving from 22% to 24% is 2 percentage points, not “2% more tax.”

Common mix-ups

  • Reporting a point move as “%”. “The rate went up 5%” when it went from 20% to 25% understates a +25% relative jump and misnames a +5-point one.
  • Comparing relative changes off different base rates. A country going 1% → 2% and another going 40% → 41% both moved 1 point, but the first doubled and the second barely budged.
  • Assuming +5 points then −5 points cancels — it does. Points add and subtract cleanly. But +25% then −25% does not return the original rate, for the same reason percent changes never do.

Frequently asked questions

Are '5%' and '5 percentage points' ever the same number?

Only when the starting rate is 100%. Then a 5-point rise to 105% is also a 5% relative rise. At any other starting rate the two differ.

A poll says a lead 'widened by 3%'. Points or percent?

Almost always 3 percentage points — for example a lead going from 4 points to 7 points. A true 3% relative change on a 4-point lead would be a widening of about 0.12 points, which is not news.

Why does the same +5 points look different at 20% versus 50%?

Percent change divides the 5-point gap by the starting rate. 5 / 20 is 25%; 5 / 50 is 10%. The gap is the same; what it is measured against is not.

What is a 'basis point'?

One hundredth of a percentage point. A 25-basis-point rate hike is 0.25 percentage points — for example 4.00% to 4.25%.
